Introduction

Mission of the Study Programme

The Business Administration Study Programme is designed to meet the needs of personal skills training and development, the acquisition of basic and specialist knowledge in business administration, required to be applied in practice and research, in order to achieve performance and success in professional careers, the graduates being able to adapt and work effectively in various organizational environments, under multidisciplinarity and cultural diversity conditions.

Description of professional competences

  • Collecting, processing and analyzing of economic data specific to the enterprise/ the organization activity;
  • Collecting, processing and analyzing information regarding the interaction between the external environment and enterprise/organization;
  • Managing the activity of an enterprise/ organization or a subdivision of the enterprise/organization structure;
  • Implementation of methodological norms, procedures, policies and programs of economic nature;
  • Carrying out of accounting topics, elaboration of economic and financial reports;
  • Loading and use of databases with economic character and elaboration of activities using information technology.

Admission Information

  • The admission of candidates to the full-time Business Administration Study Programme is done through competition.
  • All candidates in the admission competition will submit a dated and signed a letter of intent - containing the justification for choosing the concerned study programme and the candidate's career plan - which will be evaluated with admission or rejection grade.
  • At the same time, the candidates will submit a Certificate of English language proficiency recognized at the national or international level, B1 minimum level, or a Certificate of English language proficiency obtained by supporting and promoting the language proficiency test in English at the “Ovidius” University of Constanta. Exceptions to the language proficiency test are those candidates coming from countries where the official language of the state is English and who prove with school documents that they have attended the courses in this language.
  • The overall admission grade is the Baccalaureate graduation grade or equivalent, or the average grade of the high school years where the Baccalaureate is not supported.
  • Further details about admission are presented in “Specific Procedure for the Organization of the Admission Competition to the Business Administration study programme (Course in English)”.

In order to enroll in the admission to the Bachelor's degree program – full time education (state-subsidized education or tuition-based education) and distance learning, the candidate shall submit a file folder, on whose front cover s/he shall write his/her identification data, including the active e-mail address and phone number; the folder shall include the following documents:

a) Romanian citizens:

  1. Standard application form for the admission process;
  2. Letter of intent, dated and signed by the candidate: a. Candidates who opt for programs organized in Romanian shall write the letter of intent (handwritten) in Romanian (appendix 1); b. Candidates who opt for programs organized in English shall write the letter of intent in English (maximum one page); the letter shall include the reasons for choosing the respective study program and the candidate's career plan;
  3. Birth certificate in the original or a copy to be certified by the members of the ESF admissions board;
  4. Copy of the identity document;
  5. Certified copy of the marriage certificate (for the married candidates who have changed their surname after marriage); the copy1 shall be certified by the members of the admissions board;
  6. Baccalaureate diploma or, for the 2019 promotion, baccalaureate diploma or certificate, in the original. Candidates with a baccalaureate diploma or with an equivalent diploma or with baccalaureate certificate for the 2019 promotion whose general average grade (including the average grades of each baccalaureate examination) of the baccalaureate exam is not clearly mentioned on the aforementioned documents shall not be enrolled in the admission process.
  7. Certificate stating the status of the student, specifying the type of education, i.e. tuition-based education or state-subsidized education, for each year of study in which s/he was enrolled in a state or private higher education institution (if any);
  8. Document certifying the school prize obtained at school Olympiads, in the original or copy that shall be certified by the members of the admissions board, for the enrollment in BA studies;
  9. A copy of the competition card certifying the enrollment in the first field of BA studies (where the candidate submitted the original documents);
  10. Transcript of records, in the original or copy that shall be certified by the members of the admissions board;
  11. English language proficiency certificate, acknowledged at national/ international level; minimum level required: B1 (CAMBRIDGE, IELTS or TOEFL), for the BA programme where teaching is performed in English, or an English language proficiency certificate awarded upon passing the English language proficiency examination organized by the OUC.
  12. A medical certificate issued, where applicable, by the family doctor or by the school physician stating that the candidate is medically fit for the field or study program s/he is applying for;
  13. Two colour photos - identity card format;
  14. Evidence of payment of the fee for the enrollment in the admission process or, where applicable, the certificate or documents showing the reason for the exemption from this fee;
  15. Data processing agreement;
  16. For the Roma candidates, in addition to the aforementioned documents, the file shall contain the following documents:
  • written recommendation from the president of a legally established Roma organization certifying that the candidate is part of this ethnicity; the membership of that organization is not taken into account;
  • a true certified copy of the court decision attesting to the legal establishment of the respective organization;
  • a statutory declaration that the candidate belongs to the Roma ethnicity.

Graduation documents or civil status documents in the original that is damaged (broken, cut, illegible) or that have been visibly altered by plasticization or in any other way that may create suspicion of the originality of the document subject to conformity shall not be certified by the admission board.

b. Citizens of the EU, EEA and EC Member States (who have passed the FSD (Foreign Students' Department) eligibility assessment process of their files):

  1. Standard application form for the admission process;
  2. Letter of intent, dated and signed by the candidate: a. Candidates who opt for programs organized in Romanian shall write the letter of intent (handwritten) in Romanian (appendix 1); b. Candidates who opt for programs organized in English shall write the letter of intent in English (maximum one page); the letter shall include the reasons for choosing the respective study program and the candidate's career plan;
  3. Certified true copy and an authorized Romanian translation of the birth certificate;
  4. Copy of the document attesting the permanent residence abroad;
  5. Copy of the passport (pages 1-4) valid at the time of the enrollment in the admission process;
  6. Copy and authorized Romanian translation of the marriage certificate, for the married candidates (who have changed their surname after marriage);
  7. Baccalaureate diploma or equivalent diploma or, for the 2019 promotion, the baccalaureate certificate, in the original, endorsed by the Hague apostil or over-legalized by the Ministry of National Education, the Ministry of Foreign Affairs of the issuing country, the Embassy/ Consular Office of Romania in that country and the Ministry of Foreign Affairs in Romania, in 2 copies and 2 authorized Romanian translations thereof;
  8. Attestation of conformity of studies issued by the Ministry of National Education or certificate of conformity for the candidates who graduated in 2019 and who are not in possession of the diploma at the time of the enrollment (the certificate is issued by CNRED under provisional title until the final diploma is submitted by the applicant; if the candidate exceeds the deadline, the certificate loses its validity);
  9. Transcripts of records for the high school studies, in the original, with the Hague apostil or over-legalized by the Ministry of Education, the Ministry of Foreign Affairs of the issuing country, the Romanian Embassy/ Consular Office in the respective country and the Ministry of Foreign Affairs of Romania, in 2 copies and 2 authorized Romanian translations thereof;
  10. a. Graduation certificate of the Romanian language preparatory year or a Romanian language proficiency certificate issued by the institutions authorized by the Ministry of National Education, for the admission to BA studies, where teaching is performed in Romanian; minimum accepted level: B1; b. English language proficiency certificate, acknowledged at national/ international level; minimum level required: B1 (CAMBRIDGE, IELTS or TOEFL), for the admission to the BA study programme where teaching is performed in English, or an English language proficiency certificate obtained by passing the English language proficiency examination organized by the OUC.
  11. Medical certificate stating that the candidate is medically fit for the field or study program s/he is applying for;
  12. Two colour photos - identity card format;
  13. Evidence of payment of the fee for the enrollment in the admission process or, where applicable, the certificate or documents showing the reason for the exemption from this fee;
  14. Data processing agreement;
  15. Certificate stating the status of the student, specifying the type of education, i.e. tuition-based education or state-subsidized education, for each year of study in which s/he was or is enrolled in a state or private higher education institution (if any);
  16. Copy of the competition card certifying the enrollment in the first field of BA studies (where the candidate submitted the original documents);
  17. Statutory declaration for the veracity of the documents submitted to the file;
  18. Declaration with the list of documents submitted to the file;
  19. Mandate (issued by the notary public) clearly specifying the date of its validity, for the foreign citizens who do not submit their files personally;
  20. Copy of the file processing receipt (issued upon the payment of the file processing fee).

c) Foreign citizens of non-EU countries:

For the foreign citizens applying for study programs with tuition in foreign currency, the submission of the eligibility assessment files shall be performed according to the timetable set at the OUC Foreign Students' Department (FSD). Upon receipt of the conformity attestation/ letter of acceptance from the specialized departments of the Ministry of National Education, the Foreign Students' Department shall transfer the complete files to the Technical Admissions Board of the faculty, based on a delivery-receipt protocol.

The application file for non-EU, EEA and EC citizens shall include the following documents, submitted in a file folder:

  1. Standard application form for the admission process;
  2. Copy and authorized Romanian translation of the birth certificate;
  3. Copy of the document attesting the permanent residence abroad
  4. Copy of the passport (pages 1-4) valid at the time of the enrollment in the admission process;
  5. Copy and authorized Romanian translation of the marriage certificate, for the married candidates (who have changed their surname after marriage);
  6. The baccalaureate diploma or equivalent diploma or, for the 2019 promotion, the baccalaureate certificate, in the original, endorsed by the Hague apostil or over-legalized by the Ministry of National Education of the issuing country, the Ministry of Foreign Affairs of the issuing country, the Embassy/ Consular Office of Romania in that country and the Ministry of Foreign Affairs in Romania, in 2 copies and 2 authorized Romanian translations thereof. Candidates who enrol in other BA fields shall submit a copy of their baccalaureate diploma and an authorized Romanian translation thereof;
  7. Application for the issue of the letter of acceptance to studies, in two copies, which will be used in order to obtain the letter of acceptance, within the Ministry of National Education; all fields shall be filled in;
  8. Transcripts of records for the high school studies (school grades), in the original, with the Hague apostil or over-legalized by the Ministry of Education of the issuing country, the Ministry of Foreign Affairs of the issuing country, the Romanian Embassy/ Consular Office in the respective country and the Ministry of Foreign Affairs of Romania, in 2 copies and 2 authorized Romanian translations thereof;
  9. Romanian language proficiency certificate issued by the institutions authorized by the Ministry of National Education, with the minimum accepted level B1 or graduation certificate of the Romanian language preparatory year (for the admission to the BA studies where teaching is performed in Romanian), issued by the institutions authorized by the Ministry of National Education; English language proficiency certificate, with the minimum level required B1, for the BA studies where teaching is performed in English, awarded upon passing the English language proficiency examination organized by the OUC. Exceptions to the language proficiency test are the candidates who come from countries where the official language of the state is English and who prove with school documents that they have attended the courses in that language, as well as those with a valid internationally acknowledged language proficiency certificate, with the minimum required level B1 (CAMBRIDGE, IELTS or TOEFL);
  10. Medical certificate stating that the candidate is medically fit for the field or study program s/he is applying for;
  11. Two colour photos - identity card format;
  12. Copy of the receipt attesting the payment of the file processing fee by the FSD;
  13. Copy of the receipt attesting the payment of the fee for the enrollment in the admission process;
  14. Statutory declaration for the veracity of the documents submitted to the file;
  15. Declaration with the list of documents submitted to the file;
  16. Mandate (issued by the notary public), clearly specifying the date of its validity, for the foreign citizens who do not submit their files personally;

Upon enrollment in the study programme, the candidates shall submit the file with the documents in the application file, in the original, intended for authentication by the Embassy of Romania in the issuing country or with the Hague apostil, where applicable, together with the Letter of Acceptance to Studies (valid only for the higher education institution for which it has been issued starting with the academic year for which it was issued and for the respective academic cycle; any change in the academic course which is contrary to the documents in the initial acceptance letter shall be regulated at the request of the educational institution concerned by the issue by the Ministry of the National Education of a new letter of acceptance) and the passport with a valid visa for "studies".
